could it be part of County Hall, London ?
I think I agree with #2 This has a striking resemblance architecturally with London County Hall. But it’s not the regular view from along the bridge.
County Hall, Westminster. Used for many years by the Greater London Council, followed by the Inner London Education Authority (I.L.E.A.) before it closure. It was then sold and transferred into a Hotel.
It looks like the Naval college at Greenwich, London.
Buckingham Palace taken from the island where the statue of queen Victoria is before modernisation and much of the grass (if not all)got rid of
